Beginning in 1989 with Public Law 101-166, Section 511, U.S. Department of Labor’s (USDOL) annual appropriation from Congress has included a provision known as the Stevens Amendment.  For fiscal year 2022, this provision appeared in section 505 of Division H of Public Law 117-103 (the Consolidated Appropriations Act, 2022).    The Stevens Amendment is an appropriations provision that requires grantees of the USDOL, U.S. Departments of Health and Human Services, and Education to disclose for a grant program the percent of the costs financed with federal funds, the federal dollar amount, and the percentage and dollar amount financed by non-governmental funds, which means any funding source other than the Federal Government.

As required by the Amendment, the following statements apply to the Rivers East Workforce Development Board. All grants may not be listed, based on funding source.


Wagner-Peyser:  Wagner-Peyser services are supported by the Employment and Training Administration of the U.S. Department of Labor as part of an award totaling $19,548,712 with 0% financed from non-governmental sources.

Workforce Innovation and Opportunity Act (WIOA) – Title 1:  All WIOA Title I programs (Adult, Dislocated Worker, and Youth) are supported by the Employment and Training Administration of the U.S. Department of Labor as part of an award totaling $1,970,971.  All programs are 100% supported by DOL-ETA funds.

The National Dislocated Worker Grant-Employment Recovery (NDWG):  All NDWG programs are supported by the Employment and Training Administration of the U.S. Department of Labor as part of an award totaling $275,000.  All programs are 100% supported by DOL-ETA funds.

American Rescue Plan Act (ARPA):  This project is being supported, in whole or in part, by federal award number SLFRP0129 awarded to NC Department of Commerce by the U.S. Department of the Treasury.
